I had some melted mesh pant material on mine, easy off didn't make any difference, so I bought this Motorcycle Exhaust Cleaner - Chrome Polish - Hot Pipe Cleaner - BritePipes.com
I'm not associated with them in any way, but heated pipes and just applied some on a cloth, came right off, no rubbing needed.

Go for a ride and get the pipes nice and hot. A plastic pot scraper takes it off, no rubbing or elbow grease required. Mine looked just like yours when I bought it.

I've been saying this for years, but no one seems to be listening

just cleaned off some spots where my mesh pants melted onto the pipe with Turtle wax chrome polish & rust remover. It was easy and required no effort, but before that I did try acetone, scraping with fingernails, guitar picks, etc - it would not budge whatsoever.
