You could just stop and talk to the dog. I doubt he'll be interested in you when you're just another guy walking around and no fun to chase. Do it enough and he may get bored...

I have heard of compressed air with a load of hydrated lime in the hose that is run down to the rear wheel area - fog the area when the dog gets close enough to get a big whiff. Also pressurize ammonia in a fine mist will be equally as repellent.
The trick is to get whatever you spray down low and make it easily dipersed without making a scene or catch any accidental blow-back into your face.

I've had the same problem with my neighbors dogs.
I actually flattened one while I was in a hurry a couple weeks ago, by accident.
He ran right under my back tire.(in my wifes suv)
The remaining one still chases me on my bike and I've found if I just slam on brakes and stop, the dog peels off back onto my neighbors property. It's seems like it isn't as fun when something isn't running from them. It's aggravating and I've contemplated even buying one of those cheap bb pistols to lay down some less than lethal frontier justice. I live in the middle of nowhere so this may not be a good idea in a subdivision....maybe one of those canned air horns used in marine applications.
