Sounds to me like the dog is escalating. I've had one that became aggressive. Sweetest pup became a concern in her yard, then a concern anywhere. And the aggression didn't start with people but moved there. I know some will think this is all bad owner, but some dogs aren't bred well or have the personality that one little misstep by the owner in training allows the dog to become this way. This dog is one step away from seriously injuring someone if he's been snapping at your hands while jogging.
You definitely need to report this. And see if anyone else has had a problem and have them file reports, too. This isn't just a concern for the dog's health or yours. It's a neighborhood concern. What if it's a young child running past the house? With or without a caretaker, it takes seconds for a dog to take down a kid and do serious damage.
If at all possible, I'd try to find another route. Even if you have to circle the block, it's safer than trying to avoid/out run a dog. Remember, if you're looking down (trying to see to avoid the dog), you're likely to go down.

Sorry for the long quote, but I don't know how to quote specific parts of a post on the mobile app. Good points. This dog was a sweet little puppy once, but is getting aggressive. I have three small kids that ride bikes passed their house and have had no problems, but it only takes one incident to have a big and unimaginable problem.

See if you can get the dog to try and bite your exhaust when it is nice and hot. That ought to slow him down.

I fell off and broke my shoulder trying to avoid becoming a hood ornament on a Mercedes. Cops told me I should have hit the guy - then it would have been his fault. Since our vehicles never made contact, it was my fault. Even though I would not have typically have jumped off my bike while it was still moving and only did so because of that moron driving head-on into my lane...it was still my fault.

So hit the dog! Then he can pay for your repaird, your medical bills and his pet's burial.

Throw a handful of those bang snappers down. Maybe he will remember it and quit.
If not and since there is likely a leash law, yes, the owner will be responsible but why wait? Knock on the dudes door yesterday and ask him to get the dog to knock the hell off before you get hurt.

Actually, since the dog has a history of doing this and you haven't talked to the owner about it, they have an argument if you get in an accident and it goes to court. Send him a certified letter about his dog and what it is doing and that you are asking him to control his dog. Then you can hit it, run it over, get bit by it, shoot it - whatever and you're covered.

i have a dog that chases me alot in our naborhood it has bitten at my legs so i slowed down and gave it a little boot to the head now it sees me coming and stays at the edge of the road
