I had a ton of it on my pipes when I first started and couldn't figure it on out....was rubber from my shoe.

I read on another forum to use either Goof Off or Goo Gone...can't remember which I was told to get, but it worked wonderfully and no scratches either. You need to use a cloth to keep the stuff wet, but with a lot of diligence and persistence, it does come off.

Default Goof Off

Goof Off, 00000 Steel Wool and lots of elbow grease. (Note 00000 is extremely fine, and will not hurt the chrome.) I had a couple real bad spots from plastic bags, and in about 15 minutes, all was good as new.

I second Goof Off. I use a Scotch-Brite pad rather than steel wool or other scraper. It won't hurt the chrome. These work well removing other melt-on materail such as micro-fiber clothe residue. You can ask how I know but I won't tell.

Used easy off oven cleaner and it worked great. Had bike cover hit the hot pipe. Took some elbow grease and care, but pipes look fine now.

Brake parts cleaner will dissolve rubber like magic. Cold pipes...spray on....wipe off.

Rub on some chrome polish after.

I beg to differ with Havnfun - Scotch brite will permanently dull the chrome. I speak from experience. Try it on the under side or back side of your pipe and you'll see what I mean. I learned the hard way!! Do NOT use Scotch Brite!!

Easy off oven cleaner on the hot pipes works well, when cold use a plastic scraper to get any heavy stuff off then get it nice and hot and use the easy off and should clean it up nice, I think the easy off in the blue can is the one you want, but be careful not to get it on the paint, just the pipes, it will damage the paint surface.
