I've known a few people that had this type of idea. Nothing ever comes to reality tho. A regular garage- you charge $70 an hour and give your mechanic, $10-$30(?), which means to match profit with a garage you'd need to rent the bay at $40 an hour minimum, no one is gonna pay that. The numbers just aren't there. And the liability is near impossible. You gonna trust Joe Schmo to use a tire machine? Is the insurance company going to?
I'm not saying to not go for it, but to make it work you need to be more creative than all the other people who had this idea. You need to find a way to get the numbers to work. As for the name - it does need to at least hint towards the DIY part. But "Dave's DIY Garage" is boring. Maybe something like "You Wrench It Cycles".

If it hasn't already been suggested this business model may work for you as a diy bike shop, http://www.techshop.ws/ we have one here in Raleigh I've been meaning to check out for a project I'm working on.

DIY garage or DIY workshop isn't very specific. It sounds more like a department in Home Depot than a bike shop....

I chose DIY Garage, mainly because I think limiting this kind of shop to Bike only would be a mistake. But I also see the issue, space. Takes a lot more room to work on and store project cars than bikes.
