Your theory has a few problems.
1. Low Bidder regulations. 2. Usually the purchasing official is the least knowledgeable person regarding the product which is being purchased, and the input of the end user is not solicited. |

If your looking for the best protection than a full face will protect you better I think. I have a NOLAN 102N-COM flip face and love it. Very comfortable and with the flip face you can flip it up when you fill up the bike or just stop for a minute. If your looking for the lightest helmet with the best protection than the ARAI is the best, about $500 but they are the best.

As far as protection goes:
1. Full face helmet (fixed chinbar) 2. Modular helmet (flip up chin bar) 3. 3/4 helmet (open face) 4. Half helmet (mushroom head) 5. Novelty helmet. (close fitting) I think motorbike cops sometimes wear 3/4 helmets or half helmets. Higher cost does not necessarily = better protect upon

Any Snell or dot certified full face helmet is going to offer you the best protection. Above $130 or so you're paying for lighter weight, better venting, quieter aerodynamics and exotic materials. Get something with a fully removable liner so you can wash it when it gets funky.

Police officers have to be able to talk with that helmet on. I'd rather ask, what do motorcycle racers wear?

Just put whichever brand helmet you like into google search and there will be tons of listings. There will be listings that say closeout and many online stores have a close out section on there sites too. Find a type helmet you want and put the word closeout after it in the search and you should find some good prices.
