+1 to brewman
to those that are against modulation I suggest you try it first and let the science speak for itself. Take your riskiest ride without the modulator, on high traffic hour then do it again and notice the difference in the side road pull outs. Obviously it wont help with the 25% rear issues but it will improve the odds on the 75% frontal issues.

I have never actually seen any bike with them before so I have no idea if they are good or not.
On our cruisers I have fit "spot lights" on light bars for extra visibility. 3 lights in a triangle effect are much more noticeable than a single light.

I been in three accidents and all three times the other driver said "he never saw me," All three times I had TWO headlights, and two of the three times I was in a SUV stopped at an intersection when they hit me !!!!! The other time I has in a car and other driver was so drunk he was barely conscious....
I've seen headlight modulators before... Looks like the headlight bracket is broke as you go down the road. Little to nothing more. I will skip the flashy light.

I have actually had people pull to the side twice in the 15 years I have been using them. The latest a couple years ago, Maybe from the front through a rear view mirror with a TourMaster and modular helmet I may look like a LEO behind the shield. Who knows. Only happens in the Winter. In the Summer I ride without any gear.
