I'm confused ..from the manual it says to measure carb slightly inclined and the tang just contacting valve.
Ques: should the needle valve be closed when measuring or open but just at contact between the needle valve and the Tang? |

The valve should be closed. You incline the carb just so that gravity closes the valve, but not inclined so much that the weight of the float compresses the spring in the float needle.
