I agree, I doubt the fuel relay.
The bottom cover was loose when I removed it. Now that the board is out there is rust from one of the transistor heat sink mounting screws. You might be right, though most of the brown-ish color looks like a resin coating or epoxy to glue it to the housing.
I'd sure like a definitive answer though before I commit ...

If it was resin it would be all over the board, not just a corner. I'm a techy at work. That looks EXACTLY like it was in water. Seen a ton of them. Especially in Cell phones. I have a lot of sales guys that like to swim with them.

tcanthonyii,
Could you look at these pics and let me know what you think?
The closeups really make it look bad.

Looks like they coated the board in some kind of goop to keep water out. Common on automotive applications. If you look close it's cracked and rusted underneath.

How did you find that? i've looked up and down eBay!. Thats pricey.. whoo...
It looks rough to me and usually when separate wires go into a board they should remain separate. Those three wires touching were the fatal blow in the diagnosis IMO.
Thanks for your help.
And Thanks to everyone for chiming in. I will keep you all posted on the results.

I guess I don't see the 3 touching wires, jut a lot of water damage.

How did I find it? I'm a research junkie. Have to be in my line of work. Litterally Google is what keeps me employeed. W/o it our **** would fail and I work for a nearly billion dollar company.

When I went back to REcheck the pulse generators, I got the Ohms, then for kicks I decided to find out where the white wires went (ICM), knowing the thick blue and yellows tee'd of to the other spark box. When I was checking for continuity between the faulty coil wire and the board I noticed after a few other pokes that it also had continuity with the good coil wire and another one going to the ICM. I kept unplugging connectors hoping for a harness short until the ICM was the only thing left then sure enough three out of the four wires on the WHITE plug touch each other. It must be completely internal in the board because they are separate until they're soldered in.

Looking at the circuit board, I immediately saw two resistors that show some exterior corrosion and a capacitor that got hot.
I also saw rust on one of the bolts for the heat sink and a LOT of connectors on the IC chips that seem to be rusty.
It's definitely been wet.
