i was thinking of loosing the power chamber and bolting the mufflers direct to the headers. if you fab a hanger for both on the same side and a few inches of pipe added to the headers it would work.

I had the same problem with the screws. My solution was to get a dremel with a cutoff wheel and cut a large line into the screws for a flathead screwdriver. Next I soaked them in WD-40 and let it sit overnight. The next day I was able to remove them. I soaked the bolts as well and after removing them I used electrolysis to remove the rust. They came out looking like new.

I tried today to attach the baffles directly to the header pipes. Its very awkard without pipe extensions. I think the best thing to do in the situation is just to get aftermarket pipes. I have sealed up the power chamber with JB Weld. The chamber was so badly rusted that I couldn't weld it even with the welder on the lowest settings. It just blew more holes in it. I guess I'll try to fit it back together until I get new pipes.
