Default 1984 Honda Ascot VT500FT fuel problems

I have an 84 Ascot as the title says. Went through the carbs new needle valves cleaned the seats. Cleaned carbs thoughly, Set floats, ect...
When I go to start the bike it's very hard to start, runs porrly, and floods the engine with fuel. Checking the plugs after running they are black and soaked with fuel.
Noticed that when it does run the vacuum slides bounce up and down a lot, I do not know if they are supposed to bounce like that or remail farily still. Wondering if this may have something to do with the flooding, because as they bounce up and down a lot of fuel sprays out of the main jet.

You sure you don't have a vacuum leak somewhere? Also sounds like the float are out of whack. maybe a stuck choke. Are you sure its not a spark issue?

As far as I can tell the chokes are working as they should be, neither plunger is stuck. But does not mean they are not blocked somewhere inside the carbs. A vacuum leak is a possibility but have not found one yet. What kind of spark issue would cause this? Thanks for your response. I'm just kind of stuck at this point.

Finally figured out why it's flooding so bad. P.O. or whoever drilled out the jets, both slow and mains. I mean you could shove a toothpick through them, got new jets and the bike starts and idles. Now I just need to know what the carb settings are. Float and idle mix screws. Anyone?
