I noticed this tube had been sealed to the airbox with something, maybe rubber cement or caulking, IDK. Probably from the previous owner. Have you done this? Is this heard of? Is this necessary? I didn't see anything in the manual that said to do this. And the hose looks fine so it wasnt trying to seal up a leak as far as I can tell.

Many motorcycles come form the factory with some type of sealant at the air hose to air box connection. It is important that there are no obvious leaks at this connection.
Not only do you not want water or dirt entering the air stream at this point, the intake system/carburetor is tuned for the intake to be in place and tight. All of it. Air leaks at this point can contribute to poor engine performance.
