Sounds like you have compression. Did you pull the spark plug leads and check for spark there?? Might just need another carb clean. I see you flushed the fuel tank did you do the reserve too and check the pump?? A dirty fuel system is a real pain. I know I rebuilt and flushed mine a 1/2 dozen times befor it was ok.

Definitely sounds like thorough carb cleaning time.
Also, think about bumping the jet sizes a bit - all '80s Hondas were setup really lean - so lean that any kind of restriction in the jets or air leaks can make them almost impossible to start.
I did a one-size jet bump on both main and low speed jets during a complete teardown/rebuild/clean on the carbs - since the change, it starts much easier, can pull it off choke sooner etcc
Only thing left to do is adding some shims to the needles - I dint want to disturb the vacuum diaphragms since they have shown no sign of problems.

I have been feeling that its a fuel system issue for a while, but no deliberate answer. I didnt clean the reserve tank, because I read here a while ago that it wasnt a metal tank. Realized later that it actually is capable of rusting. So I guess ill do the actual por15 route for both tanks while its sitting for rhe winter.

To clean the fuel pump, I figure id just flush it with kerosene on the bench using the battery. Run tubes in and out of a container of kerosene... or other suitable liquid. Recommendations?

I told you it was plastic.... and mine is? It's metal on that one? Or is it something else like a cap that can rust up the tank? Maybe mine was replaced by a previous owner, it never occurred to me that it might not be stock
