Stiction is a portmanteau of static friction: the initial reluctance of a friction joint to move.

In those pics it would be 7/8/9. The big ol donut looking things right below the seal and the bottom of the forks.

I'm a hobbyist not a mechanic. I did the seals on my 83 once and a year later they were bad again... I took it to the neighborhood mechanic figuring I just did it wrong. He said it looked like I did fine but replacing just the seals is typically insufficient as the bushings are usually the root cause. It's all good now and has been since.

Since then whenever I've had leaky seals I just get the rebuild kit or have a kit pieced together. Typically range from $75-$100 and comes with everything you need. The bulk of the work in replacing seals is getting the forks off and the fork oil drained, and so it's worth it to just do it all in one shot while you're in there.

A kit usually looks like this: Pivot Works Fork Seal & Bushing Kit | MotoSport

That's for some random dirtbike that was the first result, but you get the idea. If there's no kit for your model a vendor should be able to put together everything you need for a fork seal/bushing rebuild.
