Finger nail or the edge of a knife will pop the covers off.

Are your handlebars pinned in place?? I looks like there's a pin under the hex bolt.

I believe you are looking at the dimple mark in the aluminum that designates the forward mounting position for the riser top.

To the OP, looks like those caps have been off before as is evident from some impressions in the aluminum around the bolt head (lower left and right). Just MY observation.
