So went for a longer ride today. Has a new issue. It will not easily go past 6k rpm regardless of gear. I can slowly roll the throttle to get up to 7k rpm but will not pass it. She hesitates to the point it feels it could die if I dont back down.

Well you said you are experiencing surging at 5 to 6K, well that sounds like a lean condition. what do you thinks gonna happen if your lean and keep pushing it. Think you know the answer, lol

The main jets come on full at higher rpm's, provided the vacuum slides are working properly and raising the needles like they should.

They will most likely have to be cleaned, all passages and jets, everything removed, diaphams checked for pin holes, and slides checked for binding, or sticking, the mixture screws reset.
by the way the idle mixture screws should only really have an effect on closed idle mixture to 1/8 throttle for the most part.
Do you have a manual for this? you should get one if not, at least something real close to what you are working on.

If you just want to get them done, without the confusion. I always just do them like this, when one valve is completely compressed like the intake,adjust the exhaust of that same cylinder,it will be in the closed position. Then compress the exhaust, and adjust the intake. Just make sure the one that's compressed, is all the way down, so their not overlapping each other , chances are slim though.
