I am getting only about 6 volts out of the relay. Does that mean a bad relay? Or does it mean a bad connection from the ignition coil, or what ever activates it. I have seen several post, but they never seem to get resolved. I could bypass it, but am looking for the real issue. Bad Relay or Bad pulse?

Chances are that the coil side of the relay are fine.
Pull the relay out and measure voltage on the battery side of the switch on the relay. If you have 12 volts there, jumper across the terminals that are switched by the relay and then measure the voltage at the pump. If you have 12 volts at the pump and 12 volts at the other side of the switched terminal, you have a bad relay. If you have less than 12 volts (or less than battery voltage) at that switched terminal, you have something wrong between there are the fuse block and/or battery.

When I bypass the relay I do have the same voltage at the pump that I have at the input to the relay. It is not battery voltage, it's about 1 volt less. Based on some of my test, I may have a dirty connection through the switched circuit. When I test the voltage between the + battery cable and the + switch output on the RR my multimeter reads 1.8v. Based on what I read it should be less than .2V.
