My Cobra lightbar came with 25w H3 (not H4) bulbs. When they needed replacing, I called Cobra and they said it's safe to use 35w bulbs at the most (which is 40% more).
I put those in, and they made a big difference. Some people have used PIAA bulbs which are supposed to be really bright, but I'm not familiar with those (plus they were pretty expensive when I looked into them several months back).

The main problem with going to a higher wattage bulb is heat it can/will melt the plastic reflector so if Cobra says to use 35w bulbs do so unless someone chimes in as says something different, H3's come in a lot of different wattage's, I just got some 100w for my truck driving lights, look into getting Sylvania Silver Star lights
