I was riding my bike today and when the radiator fan
came on it was making a little bit of noise. Can the fan
be taken off and lubricated?

I don't have that exact model but I believe the fan bearings are sealed so you must replace the fan. I would just wait till it fails if thye noise is not bothersome.
