    I could be silly and say don't start it in gear. But sometimes it is necessary. If it works fine with the lever removed it must be pushing on the switch when in place and it should be clear of the switch. The switch may be pushed in too far if it is the round slid in type unit.With a meter see if it can switch open and closed when the lever is in place.
