3 things usually cause that, plugged float bowl vent, plugged tank vent, leaking float needles. Other rare causes are the fuel pump's internal pressure switch being bad. or in some cases the vacuum operated petcock (if so equipped) is leaking fuel into the intake through a bad diaphragm in the petcock and down the vacuum hose. 98 Ace shouldn't have a vacuum petcock.

May have missed some causes...

Edit: never fails, I remember something as I hit enter. floats can go bad and sink, also rare on the Hondas. though ethanol can attack the plastic floats...

The factory pumps are only 2-3 pounds and when the float vales shut off even if there is still pressure, they would stop the flow if they are working right, sealing.
If you have an aftermarket pump for a car that is 7 pounds, it can push past the valve.
