I have power going to the regulator, but I dont read any power leaving toward the battery. It also gets extremeley hot (not sure what the problem is). Could it be a malfunctioning regulator? I tested it using a 12v light test on the end of the regulator cable and it doesn't light up.

The RR will get hot as it does its job. I suggest getting a multimeter and checking the voltage at the battery per the above guide.
