2002 vt 600c cold weather issues

Runs rough, pops through carb. In cold weather.I have to run it with choke pulled all the way out. Carb is missing the hidden piece behind the stock air filter. It runs great in warm and hot weather. :-(

I have to run the choke near 80% in cold weather, under 55 for along time. It takes awhile to run well in colder weather. It's not easy to start either, when it's cold in garage.
