No brake lights, but turns and tail lights work pulled wires from brake switch, constant power to both when only one should have power, how do i fix this issue? Thank you to anyone who can help!

We don't have Harley wiring diagrams, but it may be there is a back feed from the tail light bulb or wiring .
Is it all factory lighting or has been changed to LED ?
Any modulator connected to the brake circuit?
Take out the rear bulb and see if that extra power goes away.
Sometimes just have to start disconnecting things to test a back feed.
