I'll try to describe the symptom to the best of my robot abilities...

Oil is rotella T6
-There is no noise at idle, except after a long ride and the crankcase temperature has normalized.
-actuation of the clutch does not effect the noise
-noise originates near clutch cover. when riding, moving foot off peg will amplify the sound
- rattles most around > 4k rpms
- does not rattle as much under load, or decel loads. Only in a no load "floating" condition. Wether it be in gear, in N, or no/light load cruise

I remember a while back when un sticking the clutch plates that the piece#14 on the parts diagram had evidence of radial impacts with the ID of trans input shaft.
I did not properly process this information till later after bike was running.

My question is, do the needle bearings (#25) wear out normally? Motor has 9k miles

Would excessive play in the needle bearing cause the clutch basket to oscillate,Thus explaining the impact marks on part #14 of the diagram and explaining the hideous noise? Everything else seems to check out :?:

You say the sounds amplifies when you move your foot off the peg.Sounds like something (bolt) loose on the exterior near the peg.Just a guess on my part.
