Looking at the seat, it looks like the old owner had a cat.

Im kind of confused about the hinge. What's its purpose?? I thought maybe for speed bumps, then I noticed it has a brace on both sides of the hinge. So, now I'm intrigued.

Hinge comes in real handy when swapping out tires. There are bolts on the rearward braces that you loosen, then the braces slide out of the way and the rearmost portion of the fender flips up so you can roll the tire backwards without lifting the bike up a gazillion feet.
