Phil,

It has an arm that contacts the brake lever so that when you hit the brake, it unlocks the throttle. I remember looking at them at the Honda Hoot a few years ago, but didn't like the +$100 price tag. It is a nicely machined piece though. I can't find the link for them...maybe trek will post the link since he found it.
