Thats how its supposed to be. I was able to bolt down the pillion on top of the yolk. It looked real nice.

Guessing you arent running a back seat?
Wondering if the bag yoke could be modified /eliminated and the bags mounted to the chrome fender struts. Would clean up the look of the back fender.

That yoke WILL SCUFF THE CLEARCOAT ON THE FENDER.

I`ve always mounted like @Krash mentioned, I cut the yoke off, punched mounting holes and afixed the bags to the fender rails...
Sometimes with the bolts on the rail, sometimes tying them to the rails...

To protect your fender you could use something like this...
Fender Guard

I have one, but don't use it. Where the leather rubs on my Spirit's fender is under the pillion seat and will never be seen.

You could probably make your own fender guard that works just as well for a lot less then the $35 asking price. Maybe something like a folded micro-fiber cloth.

One must keep in mind, quick and easy removal of the bags for washing. I remove mine everytime I wash. Mine zip off of the yolk though.

I just un-clip mine from the side bracket, flip them up and clean them. Easy peasy and don’t have to remove them.
