Looks as if I stirred up the makings of a real crap-storm  ... Having said that, I was also told by the Chief, that if I didn't make too much noise I could also practice in the school parking lots If they were empty and school was out, too.. But, then he also said, that if a patrol showed up at any time and told me to leave, then I shouldn't argue about it.. Just because he said it was okay... .. Like I would Ever.. Ever Do such a thing
I kinda foresaw most all arguments people here are throwing-up against such a thing eventually coming to pass by using the Home Depot and school parking lots. So instead, I found me a forest service parking lot that is usually always empty, just a couple of miles from where I live.. If a car shows up, I leave.. Simple enough..
As far as rights and laws.. Like has been said, it's upto the cop.. Most are pretty cool.. ..then, I met a cop once who legislated from the side of the road.. It's a waste of time arguing with them.. Just apologize, and move along.. Luckily, Payson is a small town and needs tourist dollars so we have real cool cops around here and they, on a whole, tend to look the other way on the penny-ante and stupid stuff..
There's always the exception, there always will be, but those types are a real rarity hereabouts..
More likely than not, any 'normal' cop, after scraping the remnants of a few motorists off the road, is gonna look the other way or even commend a person for practicing riding a bike in a parking lot, or otherwise helping somebody else learn to ride a bike in a place out of the way and off the street..
I like to cover my bases.. I called the cops and asked if it was okay to use those places, they said yes.. If a patrolman wanted to arrest me on the spot for it - that would have been okay, and I would have left the cop-shop minutes later after my story had been corroborated.. After all, ain't no patrolman gonna fly against the Chief, or the Lieutenant, both of whom I am friendly with
At the end of the day.. Just doing these types of things responsibly ..usually, you ain't going to have to worry about it, either way..
