The strap that goes across the seat at the front of the passenger portion is the handhold. The handhold rule has existed in other states for years. That's why the bikes have that strap on them. In a legal sense it's the handhold. Despite the fact that practically, it makes a crappy one.

That worthless, POS strap is considered a handhold? What do they think these passengers are riding? A Bull? Oh wait, motorcycles are called iron horses. Maybe then they thought they'd be doing some bronco riding?
