Thanks to all those who have responded to my previous post, happy to say that the bike started after all.

That said we have run into another problem. As soon as the bike (1983 Honda Shadow VT750) it immediately started running high on the rpms (around 5000) while in neutral. I adjusted the throttle screw a little lower to no prevail. I plan on taking off the carb again to adjust the other screw that is in-between the two carbs.

Has anyone run into this problem before or have any insight that may be helpful?

First verify that the idle screw is against the stop to make sure your throttle isn't sticking and not closing all the way.

You can do a bench sync when you get to the sync screw again.
Get a feeler gauge or piece of plastic and slide it under each throttle plate and get them to the same opening.

An air leak between the carb(s) and the engine can cause it to run away like that.

Check the carb. boots. They can get cracked and leaky on bikes a lot younger than your '83.
