I had 20" apes on it and switched them out for 18" bars. the throttle will not snap back now. I have lubed and checked them for clearance and snags with no evidence of the issue. could it be that my cables are now too long ?

You may have pushed the throttle tube on too far.

Disconnect at carb hook up, and see IF it`s FREE Sliding, twisting, and moving without hesitation/binding...
My $$ is on cables routing/binding...

OR Throttle sleeve binding as suggested...
