Ok now that I've gotten the bike running good, thanks to all your help. I need to get it looking good.
When I bought it the person threw in some saddlebags he never got around to putting on. I'm starting to think it was because he couldn't figure out how to mount them. There are no instructions. Here is what he gave me:

I can not figure out how these are suppose to be mounted. PLEASE HELP!

I have the same bags and the brackets that came with them made the bags jump a lot so I made some brackets which brought them further back, up and closer to the bike.

I used the brackets that came with them, but yes they bounce bad. I like your mounts a lot better.

I found a better way to mount them with the hardware that came with it. First had to remove the blinkers. Went to Lowes and pick up two bolts about 3 inches long. Removed the rear fender bolt. And then cut the brackets that came with them to only three holes long. Using the 3 inch bolts mounted them to the rear seat bolt and the other one to where The blinkers where. I will upload photos when I get a chance.

I haven't found any saddlebag mounts that I like. Wish they made some like you buy for the sport bikes that support the bags better.
