Windshield mess + HELP!

I had the weather and opportunity to get Chickenmans Goldwing out for some exercise this afternoon and LOVE IT!!!
When I first laid eyes on it, it was Nasty, Cold & Wet...
He pointed out that the windshield was "discolored" with a residue, I took my thumbnail and scraped some of it off and could see through that small area fairly well as it cleared some...
Mickey and I both have tried chemical cleaner on it to NO AVAIL...
But I can still scrape it off with my thumbnail...
I do not wanna hAFTA scrape the entire windshield 1/50 of an inch at a time, so I`m asking =>
Have any of our membership dealt with this "fog on the windshield?" And what did you do to remove it???

As I scrape this stuff "flakes off" in very small pieces...
Is the only way I can describe it ;)

I am guessing it's a tinted windshield and what you are scraping off is the tint/paint. Here's how I'd remove it on glass auto windshields....have no idea on Lexan like a bike's shield. https://www.youtube.com/watch?v=L9vzJDUM5Ag
Just to add to what smilie said, don't use 'any' solvent on Lexan either. It will make a worse mess. Petroleum based stuff is also bad as is windex. There is a cleaning system I could recommend (Novus) but it is a bit pricy. Here's a video ... https://www.youtube.com/watch?v=xzxw93SNhQ4
