You have to press down on the rubber seal around the perimeter of the cap. Usually pushing to the left and right side of the keyhole, while the cap is upside down seems to release the key to turn back so it can be removed. This imitates the cap being installed on the bike but you are able to put more pressure on it. A well lubricated locking mechanism has less of these issues. This has worked for me several times.
