Depends on where the tear is, if it's at a seam just get a larger leather needle and sew it back up. I had to modify mine to fit around a back rest. Used a small leather punch, larger needle and some waxed thread.

 

Welcome to the forum. May not be worth the trouble/cost of repairing. Check out places like Motorcycle Helmets, Motorcycle Jackets, Boots, Luggage and Gear - Jafrum , can buy some nice saddlebags for cheap price.

I'd give a shot at repairing it. If it came out good enough, I'd keep it. If not I'd replace.
