I bought a 99 shadow 750 about 2 years ago and im still trying to work on it and finish it. The guy who owned it before me cuz the frame where the rear fender mounting brackets are supposed to bolt in the hopes of making it a bobber but i wanna take it the classic cruzer look so does anyone have tips on how i can fix the frame to mount the fender? Im new to the whole motorcycle thing and this is my first bike

Show some pictures so we can see what you have.
You may have to weld some extensions if they have been cut off.
Some guys have used trailer fenders on their bobber so maybe that is an easy way to get a rear fender.

Looks like only a few inches were cut off.
Maybe you can get the original frame rails and weld on easily with some bracing.

Do you have the chrome rails that hold the fender? The end of it mounts behind the rear shock mount. What was cut off, is a second mounting point. You could have someone weld a piece of steel with a nut welded to that, onto your frame to get that mounting point back. You would need to make sure the spacing was correct so it all fits.

Truly incredible that somebody would cut off 4", then give up the whole project. Bobber people!

On the bright side, replacement parts for 750 ACE seem quite plentiful and cheap. Because of bobber people?

This frame is only $90, ($81 with coupon), if you can pick it up. 02 HONDA SHADOW ACE 750 VT750C FRAME CHASSI 123 | eBay

You'll need the chrome "hand rails" (#3 & #4) to determine to how long a metal tab needs to be TIG welded in position to bolt the fender on. TIG welding is more precise and less heat applied overall thus less chance of moving around in process. It would be nice to have a scrap frame and cut those piece off of but... Maybe someone here give a approximate measurement of the center to center measurement from the frame bolt to the 1st. bolt hole in the hand rail. It looks like you have enough frame left to determine the angle of this modified  section. You can do this! ;)

There's usually a 1/2 hr. charge rate for welding in shops in my area. Also a set of digital $20 caliper from HF would be very beneficial.

If you're going to butt weld anything onto those stubs, have a pro do it if you can.
Butt welds want to be chamfered & prepped well and, when laterally loaded as these are, should be splinted top & bottom.
I'd splint with 1/4" strap or pencil minimum for the loading I see there.
