The throttle on my project bike wont retract. It is a 1986 Vt500. I can turn the throttle but have to turn it back down to idle. Is there a way to tighten the return spring?

Also, check the cable routing - here is the simple test.
Once the bike is warmed enough to idle well, leave the throttle closed and turn the handlebars all the way left, then all the way right - the engine speed should NOT change if the cable routing is good. If the cables are getting pinched or kinked, that can make them stiff.

I've got an '84 vt700 and found that the PO had routed the throttle cables incorrectly.

In addition, I took apart the housing on the handlebar, cleaned out the old grease, lubed the cable, and reapplied a small amount of new grease. I readjusted it to give it a tiny but more free play as well.
Works like new now.

Your problem is very likely the same as I had- reroute the cables properly and you will see 80% improvement. Lube it and it'll be new.
